They are designed to reduce compression when starting. The compression numbers you observed indicate the KACR units have been removed, or they both have broken, (which is very unlikely).Bandit101. If the 100 ohm resister at the ignition switch was bad or removed, it still would not prevent power from going to the ignition and lights. It just reduces voltage to the igniter to turn it on. I suggest removing the bolt or nut, scuffing the frame/engine surface and ground cable terminal with an abrasive material, apply a dielectric grease and reconnect.
