I had the exact same problem. I missed her entirely until the wayyyyy later. I killed radahn, no luck. I went to her tower at night, no luck. I went to the church of elleh, no luck. Turns out killing spoiler NPC is a sin, which causes her to disappear. Head to the church of vows and clean your sins. Then head back and she'll be there for sure.Not there directly, just trying not to spoil. Oh I see, yeah they may need to finish the game but they also may not have been paying attention to her going on her quest. Either you finished her quest and you’ll see her again later, or you need to go to the nearby tower to hers and use the teleporter.
