Moonveil doesn't so much one-shot as insta-stagger a lot of enemies with the weapon art (the R2 version). A lot of tough enemies get staggered by one L2+R2 and then killed by the critical hit you can follow up with, and a good number of bosses get staggered in like two or three hits from it, too.
Very good, both in pvp and pve, more op in pve than pvp. Among the best, probably top 3. Moonveil scales with INT, not Arcane... your build will perform better with the RoB although you can always respec. As for the hand, the right handed one will be the one using the ash of war button, unless you two hand the left one.Rivers of blood is definitely the more raw power of the two, but you could make a preference case for either. Maybe at the higher end it’s better in pve but so far at lower levels it’s underwhelming. I can’t even use it to level anymore. It doesn’t even stagger regular gate front knights. That was part of what made moonveil so good. Now it just feels like a regular katana with a blue ranged attack.

It's a really good weapon on a dex/int build. Katanas have a good moveset and unsheathe is already strong. I can’t find a a breakdown to the AR adjustment to see if that is holy damage added or just a percentage increase to the damage types already being used but that was a consistent 11.5% on both rivers of blood and moonveil. 11.5% defense boost is worth it and 11.5% attack boost regardless of type is still worth it.
