Reactors also don't melt down with radiation, just molten corium you clean up. 1.With the redesign, it seems a reactor becomes tailored to a very specific combination of fuels. So it forces you to rebuild it each time you change fuels, or build a whole array (a single reactor isn't cheap at it is). It may be possible to create a reactor with multiple fuels which breeds its own supply, but that's another complexity layer.
