It's just how the vendor mechanics does things. They're hidden behind the scenery because they're supposed to be hidden behind the scenery. As in, you're NOT supposed to access them. Which is why they are hidden behind the scenery. It's not a bug.The chest is what we call a merchant chest. It contains the inventory of a nearby merchant (this cas the Dawnstar khajiit caravan) so that the game knows what that merchant has available for sale. Ordinarily they are buried in the ground, but a few of them are accessible. I was just wondering if The Secret chests are still available after the 10th anniversary update cause I'm trying to look for the one at solitude and I am not able to find it. If you have the unofficial skyrim special edition patch mod installed it removes them. I was having the same problem.

0. What you have to do is go to the entrance of Dawnstar, wait 48 hours, and talk to the cat lady and ask her what she has for sale. Then go back to the chest, get your stuff, wait another 48 hours and talk to her again, etc. The chest is her shop chest, its supposed to be hidden underground but its glitched.
