Probably worth bringing up here that if you use the S10 Flex Fuel filter and regulator the 5/16 is the inlet and the 3/8 is the return, if you use the Corvette fuel filter and regulator they are opposite (i.e the 3/8 is the inlet, and the 5/16 is the return). Don't know why, but a search will turn ...Step 9: Mock Up Gas Tank Straps. Head underneath the new gas tank and place the gas tank straps on either side. Mark the location for the holes to be drilled on the frame rail with a marker. Step 10: Drill Holes for Gas Tank on Driver's Side. Use a ⅜” drill bit to drill a hole in the areas you marked in the last step.
A helpful tip would be to run the tank as empty as possible, so the tank is as light as possible and itll limit the amount of gas spillage and stank. Before hacking out the spare tire crossmember, cut your new rear crossmember and just clamp it to the frame.

Try checking the AutoZone repair manuals for a 2003 S10. They often have EVAP schematics. If you can't find it there you'll have to find a 2003 S10 Factory Service Manual.
Maybe out of 3/8ths aluminum plate stock, even a piece of Delrin. That way, for sure, you could get the carb on there.
