I also think the higher your intelligence you'll also get more charges when you craft them. It would be awesome to throw your used fusion and plasma cores into the Ammo Converter and to create full cores. Say you have 4 fusions cores at 25%, convert them into a single 100% fusion core. I'd just throw them away. Your best bet to make your fusion cores last longer is to get the max rank of the Power User perk (an Intelligence perk which unlocks at level 50 and has 3 levels). A couple of legendary perks help as well, namely the ones that recharge fusion cores from being hit with energy weapons and the one that decreases power consumption while sprinting.

It will recharge up to 4 cores at once, at a rate of 1% per core (all cores in regardless) per minute. So a core at 50% will take 50 minutes, a 1% core will take near to 2 hours to charge.
